Performance-Based Incentive Program for New Buildings: Report from the Field

The program followed a performance-based approach that involved energy modeling, was aligned with the EPA's ENERGY STAR ® Multifamily High Rise Pilot, and had simulation requirements similar to LEED NC. The paper discusses the key aspects of program design and focuses on challenges associated with running a highly technical incentive program. It provides an overview of approaches used by the implementation team to ensure that model predictions translated into actual savings, and concludes with recommendations and lessons learned.
